Import Strategy
The plan is to import. This dossier is built around doing it well — where to buy, how to ship, which port to clear, and how to keep customs from seizing the box.
The whole game is the customs declaration. These goods get seized at officer discretion as “obscene” — but courts (Bombay HC 2024, Delhi HC 2025) ruled a body massager is not a sex toy by imagination. So you import as “personal body massagers / wellness devices” under HSN 9019, through a friendly port, under a registered company with a customs agent. That framing separates a cleared shipment from a confiscated one.
The import playbook
- Buy: Alibaba (Trade Assurance) for safety, or 1688 via an agent for 20–50% lower cost. Genuine brands from Germany/USA/Japan, or OEM direct from Guangdong factories.
- Entity: import under a Pvt Ltd with IEC + GST, never as an individual.
- Declare: HSN 9019 10 20, “Electric Body Massager / Personal Wellness Device” — never “toy”. Plain boxes, no explicit imagery; favour abstract/ergonomic designs (wand, rose, bullet).
- Comply: BIS (IS 302) for the appliance + EPR for the battery.
- Port: Nhava Sheva or Delhi Air Cargo (favourable HC precedent). Avoid Gujarat & Chennai.
- De-risk: ship bulk sea LCL on a DDP basis via your agent so the agent owns customs clearance. If seized, don’t concede — reply to the SCN citing the HC rulings and apply for provisional release (§110A).
First test order
- Pick 3–5 best-sellers (see Products) — the rose sucker + remote couple vibrator are the global volume leaders.
- Order a small lot via Alibaba Trade Assurance or an agent; ship into Nhava Sheva / Delhi ACC under the massager declaration; measure what clears.
- Once a lane works, scale to bulk + a domestic warehouse — then fulfilment is an ordinary domestic parcel.
Market: India sexual-wellness ~USD 119.5M (2025) → USD 264–492M by 2030–34; women’s vibrators ~55% of sales. India dropship suppliers are a fallback lane that avoids the border entirely.
China Sourcing
China is the price + volume base. Choose the platform by how much risk and language friction you can carry: Alibaba for safety, 1688 for the lowest price (via an agent).

Trade Assurance order flow
- Filter for the Trade Assurance shield.
- Negotiate; supplier drafts the contract (specs, price, ship date).
- Pay Alibaba (not the supplier) — card / T/T.
- Alibaba escrows the funds; supplier produces & ships.
- You inspect within a 15–30 day window.
- Confirm receipt → payment releases; or open a dispute with photo/video evidence for mediation.
Never pay outside Trade Assurance. A request to wire to a personal account / app is the #1 scam signal. Other red flags: “Trading Company” not manufacturer, price 50% below everyone (inferior silicone/motors), no test reports despite claimed CE/FDA, or a $200 sample for a $10 item.

MOQ tactics: frame as a “trial order” before quarterly volume; offer a ~15% premium on the small lot; ask the MOQ for the standard, no-logo product (high MOQs are usually for custom branding); or mix 100×5 models to hit a 500 MOQ.

1688 — the cheapest source (via agent)
1688 is Alibaba’s domestic Chinese site: factory-direct prices 20–50% under Alibaba because it cuts out the export trading-company markup. It’s Chinese-only with no international shipping, so you need a sourcing agent (commission ~3–8%).

- Image search is the killer tool: the camera icon (📷) in the 1688 search bar — upload any product photo (from Amazon/Alibaba/a competitor) and its AI finds the original factory.

Price reality — the rose toy: ~¥25–35 (₹290–400) on 1688 vs $7–9 (₹580–750) on Alibaba — nearly 50% lower, easily covering the agent fee.
Agent workflow
- You send 1688 product links + quantities to the agent.
- Agent confirms stock/price, verifies the seller’s licence.
- You pay the agent (goods + domestic CN freight) via Wise/wire.
- Agent pays the 1688 seller in RMB via Alipay.
- Goods consolidate at the agent’s Shenzhen/Guangzhou warehouse.
- QC: quantity, colour, defects (+ functional test for a fee); photos/video to you.
- You approve → pay international shipping + commission.
- Agent + a CHA experienced in this category export & clear into India (declare as massager, HSN 9019).

Legal & Customs
No statute bans private sale to adults. The live risk is the obscenity grey-zone and customs seizure of imports — both trending toward sellers in 2024–2025 rulings.
Framework
- BNS §294 (replaced IPC 292 on 1 Jul 2024). Obscenity is conjunctive: prurient interest AND tends to deprave & corrupt — function alone doesn’t qualify. Private ownership isn’t criminalised.
- Import restriction rests on Customs Act §11 + a 1964 obscene-goods notification naming “books/drawings/articles”; courts apply ejusdem generis to exclude devices.
